What to Know
Kenya is managing two overlapping displacement realities: one of the largest refugee populations in the region and significant internal displacement linked to resource and climate shocks. As of 31 October 2023, the Government of Kenya reported 662,827 refugees and asylum seekers, with most people concentrated in the Dadaab and Kakuma systems.
At the same time, IDP lists spike when the rainy seasons fail consecutively, driving pastoral communities out of the most affected counties, which stretches basic services and social protection.
Kenya is also in the middle of a major policy shift through the Shirika Plan, which intends to transition camps into integrated settlements and promote socioeconomic inclusion of refugees and host communities. Recent subsistence models, including widely reported food-ration cuts and protests in Kakuma, show how quickly conditions can change for families, and why it matters to track who policy and aid serve (especially multi-tier households headed by a single woman), when humanitarian frameworks are pushed.

Wesly Wanjau
Wesly is a strategic policy analyst and emerging African thought leader focused on governance, institutional systems, and the intersection of technology and public policy. His work centers on research, policy development, and operational strategy, with a growing focus on using artificial intelligence to strengthen decision-making, risk detection, and institutional performance.
He has contributed to policy design and analysis across communications, governance frameworks, and organizational systems, supporting public and private stakeholders in developing practical, implementation-focused solutions. Wesly is particularly interested in the future of governance in Africa, including institutional resilience, strategic influence, and the role of emerging technologies in building more transparent and accountable systems.
